<br />Elk River City Council Meeting <br />July 24, 1995 <br /> <br />Page 2 <br /> <br />e <br /> <br />5.1. <br /> <br />Consider Bids for Overlay Proiect <br /> <br />City Engineer Terry Maurer stated that the city received seven bids for the 1995 <br />overlay improvement projects. The low bidder was Master Asphalt at $195,062.60. <br />Terry Maurer stated that the low bid came in at approximately 15 percent lower <br />than the estimate. He indicated that this will reduce the proposed assessment <br />amount to $1,300 per unit. Terry Maurer stated that no action is required on this <br />issue as the Council will be considering a resolution to accept the low bidder at <br />the assessment hearing to be held on August 28. <br /> <br />5.2. Consider Resolution Determinina Cost to be Assessed, Orderina Preoaration of <br />Assessment Roll. and Settina Date of Assessment Hearina <br /> <br />COUNCILMEMBER SCHEEL MOVED TO ADOPT RESOLUTION 95-48, A RESOLUTION <br />DETERMINING ASSESSED COST OF IMPROVEMENT AND ORDERIN'G PREPARATION OF <br />PROPOSED ASSESSMENT ROLL IN THE MATTER OF THE 1995 OVERLAY IMPROVEMENT. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.3. <br /> <br />Presentation from Jim Mattson on Elk River 150 Year Celebration <br /> <br />e <br /> <br />Jim Mattson informed the Council that there are citizens who are interested in a <br />possible celebration of the city's 150th anniversary. He informed the Council that <br />preliminary steps have been taken to begin this process and indicated that the <br />first step would be to organize a working committee of Elk River citizens to create <br />a plan and provide direction for this celebration. Jim Mattson indicated that it <br />would be a goal to reach out to other historical groups and individuals <br />throughout the community and invite them to participate in programs organized <br />around the events and historical themes identified by the Citizen Heritage <br />Planning Committee. He indicated that the purpose of the celebration is to <br />enhance the appreciation of the history of Elk River and to create a shared <br />community heritage. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO ADOPT RESOLUTION 95-49, A RESOLUTION <br />AUTHORIZING AND AFFIRMING THE CREATION OF A CITIZEN HERITAGE PLANNING <br />COMMITTEE. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />5.5. Consider Aoolications for Park and Recreation Commission Vacancy <br /> <br />The City Clerk informed the Council that she has received letters of resignation <br />from the Park and Recreation Commission from Clete Lipetzky and Sue Daleiden. <br />She further indicated that the Council had authorized the advertisement for <br />applicants to fill the vacancy. The City Clerk stated that she received seven <br />applications plus had one application available from December of 1994. <br /> <br />COUNCILMEMBER FARBER MOVED TO INTERVIEW ALL OF THE APPLICANTS FOR THE <br />PARK AND RECREATION COMMISSION ON AUGUST 7, 1995, DURING THE CITY <br />COUNCIL MEETING. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />e <br />
