Review Topics for 728 Area Recreation Board Lona Ranae Plannina Worksession <br /> <br />The Council expressed its concern over the development of additional youth <br />athletic fields, ongoing assistance and cooperation with youth organizations, and <br />the need for the Coordinator to become more involved in the City of Elk River <br />park issues. <br /> <br />5.6. Massaae Therapist License and Massaqe Establishment License Reauest <br /> <br />The City Council reviewed the request from Charlotte Koon for a therapeutic <br />massage license and for a therapeutic massage establishment license to operate <br />a business from the Martin Plaza building at 934 Highway 10. <br /> <br />e <br /> <br />COUNCILMEMBER FARBER MOVED TO APPROVE THE MASSAGE ESTABLISHMENT <br />LICENSE AND THE MASSAGE THERAPIST LICENSE FOR CHARLOTTE KOON TO OPERATE <br />THE BUSINESS AT 934 HIGHWAY 10 UNDER THE FOLLOWING CONDITIONS: <br /> <br />1. THAT THE CONDITIONAL USE PERMIT IS APPROVED BY THE CITY COUNCIL. <br /> <br />2. THAT THE NECESSARY FINAL INSPECTIONS ARt COMPLETED AND APPROVED <br />BY THE BUILDING OFFICIAL AND ELECTRIC INSPECTOR. <br /> <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED ';-0. <br /> <br />5.8. t' Discussion on upcominq State of the City Address <br /> <br />Councilmember Holmgren indicated that he would talk about parks. Mayor <br />Duitsman indicated that he would talk about some long range planning efforts <br />including the transportation plan and the surface water management program. <br />Councilmember Dietz indicated that he would talk about the library project. <br />Council member Farber indicated that either he or EDA member Gongoll would <br />talk about the ice arena project. <br /> <br />The Council indicated that it would like to review this topic again at the March 6, <br />1995 meeting. <br /> <br />5.9. <br /> <br />Consider City Park and Recreation Commission Recommendation Reaardina No <br />Development of Soccer Fields in Lion's Park <br /> <br />e <br /> <br />The City Administrator reviewed with the City Council the discussion at the 2/8/95 <br />Park and Recreation Commission meeting on the topic of soccer fields being <br />developed in Lion's Park. This issue was previously reviewed by the City Council <br />
