<br />Elk River City Council <br />January 23, 1995 <br /> <br />Page 3 <br /> <br />e <br /> <br />He indicated that although the project is over budget by $ ] 70,000, he feels that <br />the costs will be covered by donations and feels that the project will be feasible. <br />Mr. Lemberg recommended that the Council authorize the design team to <br />proceed with the design development and construction plan phases. He <br />informed the Council that they would not be obligated to continue on with the <br />project until after the bids are awarded. <br /> <br />Mayor Duitsman indicated his reservations about the City committing funds for <br />architect services to continue with the project without being assured that the <br />$170,000 could be covered. Mayor Duitsman indicated that he would like to see <br />some definite numbers as to how the $170,000 will be covered. Discussion took <br />place on whether or not all the listed deductions could be removed from the <br />project and if the deficit was really larger than $1 70,000. <br /> <br />Discussion was held regarding the amount of money needed to continue wIth the <br />next phase. It was indicated that the very minimal amount to continue on with <br />the next phase (design development) would be $13,400. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO HAVE RSP ARCHITECTS, INC. PROCEED <br />WITH THE DESIGN DEVELOPMENT PHASE OF THE PROJECT fOR APPROXIMATELY <br />$13,400. COUNCILMEMBER DIETZ SECONDED THE MOTION. <br /> <br />Mayor Duitsman indicated that the Youth Hockey Association must commit to <br />picking up some of the costs in the project. <br /> <br />e <br /> <br />THE MOTION CARRIED 4-0-1. Councilmember Scheel abstained. <br /> <br />5.7. <br /> <br />City Enoineer Presentation on Elk Hills Drive/Dodoe Avenue/Fifth Street Feasibility <br />Study <br /> <br />The City Engineer reviewed the Elk Hills Drive/Dodge Avenue/Fifth Street <br />Improvement Feasibility Study. Much discussion took place regarding the two <br />options presented in the study for intersection improvements to Trunk Highway <br />169, Dodge Avenue and Elk Hills Drive. <br /> <br />Gary Santwire, representing the business owners on Dodge Avenue, requested <br />the Council to consider approving Option 1 (Exhibit 8). <br /> <br />Arlon Fuchs, 266 Elk Hills Drive, indicated that he supported Option 2 (Exhibit 8A). <br /> <br />CouncHmember Farber stated he felt that Option 1 would be safer than Option 2. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ACCEPT THE FEASIBILITY STUDY PREPARED <br />BY TERRY MAURER AND TO HOLD A MEETING OF THE SURROUNDING NEIGHBORS TO <br />DISCUSS THE PROJECT. <br /> <br />Gary Santwire indicated that the owners along Dodge Avenue would be in favor <br />of signing a petition to begin the project if Option 1 were chosen. <br /> <br />e <br /> <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br />
