The meeting was called to order at 4:35 p.m. <br /> <br />2. <br /> <br />A motion was made by Gerry Donlin, seconded by Dave Saunders and carried unanimously to <br />approve the agenda of November 4, 1999, as presented. <br /> <br />3. <br /> <br />A motion was made by Steve Billings, seconded by John Norgren and carried <br />approve the minutes of October 7, 1999, as amended. <br /> <br />unanimously to <br /> <br />4. Executive Committee Report: <br /> <br />a) A motion was made by Paul McCarron, seconded by Jerry Newton and carried <br />unanimously to approve the recommendation of the Executive Committee to authorize <br />the Chairperson to finalize negotiations and execute a contract with Messerli & Kramer <br />to provide governmental affairs representation that will include the following: <br /> <br />developing a strategy to maximize potential funding sources; <br />meeting with key decision makers at the Minnesota Department of <br />Transportation, Metropolitan Council, the Legislature, the Governor's Office, <br />and any agency, individual or entity that may provide funding assistance; <br />assisting in any manner necessary to secure a financial commitment from the <br />state for the Northstar Corridor, and <br />closely monitoring all potential funding initiatives <br /> <br />in an amount not to exceed $35,000, plus allowable expenses, for a term commencing <br />November 4, 1999 through December 31,2000, with a one-year renewal option. <br /> <br />b) <br /> <br />Discussion was held regarding the funding of the proposed BRW Work Plan Extension <br />North of the City of Rice to Camp Ripley. Stephanie Eiler, Anoka County, indicated that <br />the proposed study was mandated in the legislature with funding to be provided through <br />
