Green Company <br />CONSULTING ENGINEERS <br />December 10, 1999 <br />File: 807650-0030 <br /> <br />Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: WESTERN AREA PHASE 4 IMPROVEMENTS <br />RESOLUTION ORDERING FEASIBILITY STUDY <br /> <br />DearCoundlMembeffi: <br /> <br />At a City Council meeting last month the City Council considered and accepted a petition from <br />Stewart Wilson for the extension of sanitary sewer, watermain, storm sewer and streets to <br />service his property lying west of the Sherburne County Government Center and abutting Trunk <br />Highway 10. At that meeting, the City Council directed staff to begin work on the feasibility <br />study and also bring back a formal resolution for the City Council to consider ordering the <br />feasibility study. The staff has done some preliminary analysis of these improvements. In doing <br />this analysis, we have also met with Bryan Adams, General Manager of the Elk River Munidpal <br />Utilities, to discuss the water and electric improvements. Staff believes that to adequately <br />service this area with utilities the watermain must be looped. In the meeting with Mr. Adams, it <br />was determined that the best route for looping the watermain at this time would be across TH 10 <br />at Waco Street and then along the north frontage road of TH 10. This would accomplish two <br />things. First, it would provide a system with adequate pressure and flow to meet fire fighting <br />demands for a large commerdal and/or industrial building along Business Center Drive. <br />Second, it would provide a looped system for the area north of TH 10. Currently, the Riverplace <br />residential development and the Hartman commerdal area are both served by dead-end <br />watermains. <br /> <br />Attached is a drafted resolution for the City Council's consideration. The resolution does not <br />declare the adequacy of the petition and therefore requires a 4/5 vote of the City Coundl. At <br />this time, there is a question regarding the adequacy of the petition because Stewart Wilson <br />signed it as an individual and the property is held by a partnership. The City Attorney is <br />investigating this issue. When he has provided an opinion, we will present a resolution for the <br />City Coundl to consider declaring its adequacy. <br /> <br />Once again, the feasibility study would look at the extension of sanitary sewer, watermain, and <br />storm sewer along with streets in the Business Center Drive area west of Sherburne County <br />Government Center out to Waco Street. It would realign Waco Street so that the intersection <br />with TH 10 is moved slightly east. It would also look at the looping of the watermain and <br />reconstruction of the street along the north frontage road of TH 10. The final item would be the <br />signalization of the new intersection of Waco Street and TH 10 while closing the existing <br />intersection and the access to TH 10 at the Sherburne County Government Center. <br /> <br />O:\PROJ\807650\0030\ltr 12-8-99 council members.doc <br /> <br />1326 Energy Park Drive.
