This program is not part of the police union contract and is <br />therefore not negotiable during union contract discussions. The WIP is <br />attached to this memo. <br /> <br />. <br /> <br />This past summer the original WIP Committee, plus Chief of Police Tom <br />Zerwas and Investigator Steve Miller, met to discuss some possible revisions to <br />the WIP. The police officers were requesting a change in how often the skills <br />and physical fitness tests were taken and also a change in the physical fitness <br />standards. Additionally, discussion by the committee took place regarding <br />continuing to have the WIP emphasize physical fitness, an alternative to the <br />current physical fitness tests, and some changes desired by administration for <br />the testing dates and payment dates. <br /> <br />I think that committee member Dietz spoke for the entire committee when he <br />indicated that he was open to changing the physical fitness standards, and <br />that he was open to having the skills test taken only once per year (versus <br />twice per year), but that the physical fitness tests should remain at twice per <br />year. <br /> <br />. <br /> <br />The police union steward sent a survey out to nineteen officers and the <br />majority supported having the skills test taken once per year and having the <br />physical fitness test taken twice per year. Additionally, the majority supported <br />keeping the same physical fitness test, but lowering the standard for passing <br />from the 70 percentile to the 60 percentile. The reasons for having the skills <br />tested only once per year relate to the time to administer the tests and the fact <br />that we are running out of original, fair, and objective questions for each test. <br />The reason for lowering the physical fitness passing percentile to 60 has to do <br />with making the test reasonable and to encourage officer participation.
