As we discussed, this information is being <br />distributed early so that you will have more time to review the document. <br />Unfortunately, it is still very much in draft form. However, in order to meet <br />an anticipated January 1 implementation, initial discussion should take place <br />at the December 6 meeting. <br /> <br />. <br /> <br />Again, the main reasons for updating the 1991 ordinance are to incorporate <br />policies that have been approved since that time, to incorporate state and <br />federal law changes, and to provide a document to the employees that will <br />serve as an easy to read resource. Of course, the city has followed all state and <br />federal laws that have been implemented or changed since 1991; however, the <br />corresponding ordinance changes were not made. There are several policy <br />changes in the new manual, but many of the policies are unchanged except <br />they may have been rewritten in a more clear and understandable format. <br /> <br />In this memo, I will briefly highlight the major changes in the policy manual. <br />A more in-depth discussion on these items will take place at the meeting. <br /> <br />· Overtime and Compensatory Time for Non-Exempt Employees - <br />Changed - This section now states that vacation and sick leave hours <br />taken during the workweek do not count toward hours worked for <br />purposes of overtime. Holiday time continues to count as hours worked. <br /> <br />· Holidays - Changed - There is now a formal provision in the policy <br />allowing for a floating holiday when Christmas Eve or Christmas Day <br />fall on Saturday or Christmas Eve falls on Sunday. <br /> <br />. <br /> <br />13065 Orono Parkway · P.O.
