<br />" <br /> <br />ENERGY CITY <br /> <br />"Energy City" is a joint program between the Minnesota . <br />Environmental Initiative, through its Energy Alley Subcommittee, and <br />the City of Elk River. This program creates a focal point for <br />Minnesota's energy industry, renewable energy, and alternative <br />energy technologies. <br /> <br />Provides the principal contact and staff support services for <br />coordinating the energy city program and promoting Elk River as a <br />community that values energy efficiency and welcomes industry that <br />has an energy efficient and environmentally safe philosophy. <br /> <br />2000 BUDGET COMPARED WITH 1999 BUDGET <br /> <br />This departmental budget is: <br /> <br />- Proposed in the amount of $20,300; <br />- A $750 decrease compared to the adopted 1999 budget; <br />- Less than 1% of the total general fund expenditures. <br /> <br />This city budget began in 1996 when the city was selected by the state to be <br />its "energy city." This program is intended to promote energy efficiency as a <br />way of life. This is a long term program whereby results may not be visible <br />for many years, and this city program requires significant support, <br />cooperation, and coordination from the state. The goals of the program <br />include providing inducements and incentives for companies that produce <br />energy efficient products to locate in the community. <br /> <br />. <br /> <br />The majority of this budget is for personal services. Estimates for 2000 <br />include 20 percent of the building and zoning administrator's time and 10 <br />percent of the environmental officer's time being dedicated toward energy city <br />activities. This budget is going down slightly in 2000 as historically, the city <br />has not spent the funds allocated for such items as printing and publishing, <br />conferences and schools, and supplies, so these line items are either <br />decreased or eliminated in the 2000 budget. <br /> <br />. <br /> <br />22 <br />
