<br />.. <br /> <br />LEGAL <br /> <br />Provides for legal counsel to the city council and city staff. <br /> <br />. <br /> <br />Provides for legal representation on behalf of the municipality in the <br />prosecution or defense of proceedings in which the municipality is a <br />party. <br /> <br />Provides for the review of ordinances, resolutions, contracts, and other <br />legal documents. <br /> <br />Does not include prosecution by the county on behalf of the city for <br />misdemeanor related cases. <br /> <br />2000 BUDGET COMPARED TO 1999 BUDGET <br /> <br />This departmental budget is: <br /> <br />- Proposed in the amount of $72,600; <br />- Identical to the adopted 1999 budget; <br />- Slightly over 1% of the total general fund expenditures. <br /> <br />This budget is scheduled to remain the same in 2000 in spite of the 1997 and <br />1998 actual expenditures being higher than the 1999 adopted budget. The . <br />reason behind keeping this budget at the same level is due to extraordinarily <br />high expenses that were realized in 1997 and 1998 due to personnel legal <br />advice being required from the Larkin Hoffman law firm. Lower personnel <br />legal expenses are being incurred in 1999 and are also anticipated in 2000. <br /> <br />The city uses the law firm of Gray, Plant Mooty, Mooty, Bennett, P.A., for its <br />city attorney services. Peter K. Beck is the city attorney. This law firm <br />provides the city with all of its legal services with the exception of personnel <br />services and bond review services. Additionally, the county provides <br />prosecution services for misdemeanor related cases. Gray Plant Mooty is a <br />full service law firm and provides the city with its legal services in the area of <br />environmental, building and zoning, planning, and general administration. <br />Only the very large municipalities in Minnesota (typically Class I cities) have <br />a legal staff as city employees. In this regard, all but a very few Minnesota <br />cities use consulting firms for city attorney services. <br /> <br />. <br /> <br />16 <br />
