The treatment plant was found in compliance for the items I inspected. Since <br />that time, Agency staff have reviewed the City's 1999 biosolids annual report and found that the <br />. City land ~pplied bios()lids with highJ.11olybdenum. . According to Minnesota Rules 7041.1100, <br />the ceiling concentration for molybdenum is 75 mglkg. The molybdenum concentration in the <br />City's land applied biosolids was 105 mglkg. <br /> <br />This is a significant violation. Because this is a first time occurrence, we will not be taking <br />further enforcement action. If there is another violation involving the biosolids land application <br />program, we will enhance enforcement action. <br /> <br />In addition, the City is considered a major NPDES permittee. As such, the US Environmental <br />Protection Agency (EP A) has final authority over its biosolids management program.
