<br />rei ---\) <br />( ); <br />tl}{ <br /> <br /> <br />Item #4.9. <br /> <br />River <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Mayor & City Council <br />Pat Klaers, City AdmiDistf;rr <br />November 22,1999 <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: Request to Add City Policy Manual to the <br />12/6/99 City Council Meeting Agenda <br /> <br />. <br /> <br />Finance Director Lori Johnson has been working with Labor Relations, Inc., to <br />update our city policy manual. This policy manual includes employee <br />personnel policies and is a combination of existing city policies, sections of the <br />pay resolution that are more appropriately in this document, state laws that <br />the city follows (but which the city has not put down on paper), and new <br />policies. The draft document has been reviewed by department heads and is <br />currently being reviewed by the city attorney. This is a lengthy document, but <br />overall there is not too much that is new and there is not too much that is new <br />which is not required by state law. Nonetheless, there is still a fair amount of <br />city discretion in this policy and the council may choose to change some old <br />policies. <br /> <br />The tentative plan is to distribute the draft policy to the City Council when the <br />attorney review is completed on about Tuesday, November 30. This will give <br />everyone a few extra days to review the policy manual before the council <br />meeting. Then, following the budget public hearing on December 6, staff <br />would like to discuss the policy manual in a worksession setting with the City <br />Council. If it turns out that there are minimal questions and approval can <br />take place on December 6, the council can do so. Otherwise staff can receive <br />council input and present the document for final approval on either December <br />13 or 20. <br /> <br />Requested Action <br /> <br />The City Council is requested to add the city policy manual to the December 6, <br />1999, special meeting agenda. <br /> <br />. <br /> <br />13065 Orono Parkway · P.O.
