.

.

.

Item # 4.7.

ELK RIVER ARENA
1000 SCHOOL STREET N.W.
ELK RIVER, MN 55330
(612) 441-2956
Fax (612) 241-9432

To:

Elk River Mayor and City Council

From: Rich Czech, Arena Manager

Date: November 22,1999

Subject: Hiring of Arena Night Supervisor/Streets Crew person

During the last part of October, staff interviewed three candidates for the position
of Arena Night Supervisor/Streets Crew. While we were interviewing, Case
Hayward, the Maintenance Supervisor for the arena, showed interest in the
posted position.

The most qualified candidate interviewed is Jerry Davis. Jerry has been the
manager of Princeton Arena and would bring a wealth of know ledge and
experience in arena maintenance as well as supervisory skills. Case Hayward has
been a very good and loyal arena employee over the years. He enjoys working
with the general public and would be able to provide direction to the part time
staff in the evenings and during weekends.

I think that moving Case to the new position of Arena Night Supervisor/Streets
Crew and hiring Jerry as the Maintenance Supervisor would give the arena a
versified staff that would not only enhance its image with the public, but also
provide stability in all aspects of the operations of the arena. Phil Hals also
thinks that Case would work out well for his department.

The move for Case would be a lateral move that would not affect his pay. Jerry's
hourly wage would begin at $12.32 per hour (the same as Case's). The two
positions would be considered equal and would both report to the Arena Manager
when at the arena. The Night Supervisory/Streets Crew position would report to
the Street/Park Superintendent while working for the street department. The
length of time this position would stay at either department would greatly depend
on each department's needs. As of now, the position would be at the arena
January through March, at the street department April through September, and
in October, the position would return to the arena and would stay there until
April of the following year.

I recommend that the City Council approve the hiring of Jerry Davis to the
position of Maintenance Supervisor and move Case Hayward to the position of
Arena Night Supervisor/Streets Crew.
