Public Information/Involvement Work Plan-l 0/28/99 Other Major Activities In addition to the strategies and tactics outlined in the preceding two sections, Shandwick will be responsible for the following: 1. Work Plan-Develop public information/public involvement work plan that will serve as a guide for the NCDA's activities between June 1999 and December 2000. Activity includes: · Initial Research-Review NCDA documents as well as other information about other rail projects across the country. · Determine Scope of Project-Attend NCDA meetings in order to assess, plan and prioritize future activities. · Plan Development-Draft and present draft work plan to various NCDA groups and incorporate feedback into final working document. 2. Crisis Plan-An NCDA crisis management plan is being developed separately from this public information/public involvement work plan. Activity includes: · Interviews with Key Stakeholders-We have conducted one-on-one interviews with the NCDA members, staff and a BNSF representative. · Identification of Potential Issues/Scenarios-Based on what we learn from the interviews, we will develop issues and scenarios the NCDA may have to respond to over the next 18 months. · Strategies-We will develop and prioritize strategies to deal with potential issues and scenarios. 3. Public Record-Shandwick will continue to develop a record of public comments gathered between June 1999 and December 2000, and will catalog information detailing public involvement activities. · Documentation-The NCDA will receive binder(s) with supporting documents. 4. Project Management, Evaluation and Final Report-Shandwick will prepare a final report documenting the public information strategies and materials developed between June 1999 and December 2000. The final report will stem from: · Weekly Reports-Shandwick will continue to provide weekly activity/status reports to the NCDA Administration Team. · Board Updates-Based on weekly reports, Shandwick will provide a one-page communications update for monthly NCDA Board meetings. · Ongoing Evaluation-Shandwick will continue to have frequent contact with the NCDA Administration Team, via phone calls, email and face-to-face meetings. We will make adjustments to strategies and tactics on as-needed basis. · Second Survey-We will conduct a second survey of residents to determine the effect of public information activities. · Documentation of Strategies-The NCDA will receive hard copy final report plus binder( s) that contains supporting documents of implemented strategies and tactics. 5. Recommendations for 2001 Work Plan-Shandwick will develop a recommendation for the NCDA regarding public information and public involvement for implementation in 2001. · Recommendation will include audiences, strategies, timeline and budget. page 13 of 15 . . .
