<br />Public Information/Involvement Work Plan-l 0/28/99 <br /> <br />Other Major Activities <br />In addition to the strategies and tactics outlined in the preceding two sections, Shandwick <br />will be responsible for the following: <br /> <br />1. Work Plan-Develop public information/public involvement work plan that will <br />serve as a guide for the NCDA's activities between June 1999 and December 2000. <br />Activity includes: <br />· Initial Research-Review NCDA documents as well as other information about <br />other rail projects across the country. <br />· Determine Scope of Project-Attend NCDA meetings in order to assess, plan <br />and prioritize future activities. <br />· Plan Development-Draft and present draft work plan to various NCDA groups <br />and incorporate feedback into final working document. <br />2. Crisis Plan-An NCDA crisis management plan is being developed separately <br />from this public information/public involvement work plan. Activity includes: <br />· Interviews with Key Stakeholders-We have conducted one-on-one interviews <br />with the NCDA members, staff and a BNSF representative. <br />· Identification of Potential Issues/Scenarios-Based on what we learn from the <br />interviews, we will develop issues and scenarios the NCDA may have to respond <br />to over the next 18 months. <br />· Strategies-We will develop and prioritize strategies to deal with potential issues <br />and scenarios. <br />3. Public Record-Shandwick will continue to develop a record of public comments <br />gathered between June 1999 and December 2000, and will catalog information <br />detailing public involvement activities. <br />· Documentation-The NCDA will receive binder(s) with supporting documents. <br />4. Project Management, Evaluation and Final Report-Shandwick will <br />prepare a final report documenting the public information strategies and materials <br />developed between June 1999 and December 2000. The final report will stem from: <br />· Weekly Reports-Shandwick will continue to provide weekly activity/status <br />reports to the NCDA Administration Team. <br />· Board Updates-Based on weekly reports, Shandwick will provide a one-page <br />communications update for monthly NCDA Board meetings. <br />· Ongoing Evaluation-Shandwick will continue to have frequent contact with the <br />NCDA Administration Team, via phone calls, email and face-to-face meetings. <br />We will make adjustments to strategies and tactics on as-needed basis. <br />· Second Survey-We will conduct a second survey of residents to determine the <br />effect of public information activities. <br />· Documentation of Strategies-The NCDA will receive hard copy final report <br />plus binder( s) that contains supporting documents of implemented strategies and <br />tactics. <br />5. Recommendations for 2001 Work Plan-Shandwick will develop a <br />recommendation for the NCDA regarding public information and public involvement <br />for implementation in 2001. <br />· Recommendation will include audiences, strategies, timeline and budget. <br /> <br />page 13 of 15 <br /> <br />. <br /> <br />. <br /> <br />. <br />
