<br />. <br /> <br />. <br /> <br />. <br /> <br />Work Plan <br /> <br />The Work Plan that follows is composed of the following tasks in order to complete an extension study <br />north of the City of Rice to Camp Ripley. The Work Plan follows the basic outline of the original scope <br />of work that was prepared for the Northstar Corridor from downtown Minneapolis to St. Cloud. The <br />following areas will be a part of this extension study: Rice, Royalton, Little Falls and Camp Ripley. <br />Estimates of system usage, costs, and public interest in having stations in these locations will be gauged <br />consistent with the Phase I study. <br /> <br />1. Public Involvement <br />2. Commuter Rail Feasibility Analysis (which includes stations, patronage, track, signal and <br />communication system engineering, operating and maintenance costs, capital costs, and BNSF <br />integration) <br />3. ProductslDeliverables <br /> <br />Task 1 - Public Involvement <br /> <br />The public involvement program will follow the program that was set up as part of the Northstar Corridor <br />Phase I MIS and Commuter Rail Feasibility Study work program. The program is based on the following <br />beliefs: <br /> <br />· Citizens have access to the planning process. <br />· Input is actively sought at critical stages of planning. <br />· A representative cross-section of interests is engaged. <br />· Citizens' inquiries, suggestions and ideas are answered or accounted for in the planning process. <br /> <br />The public involvement process will consist of the following: <br /> <br />· An Advisory Committee will be formed to provide input and review project activities. The Advisory <br />Committee will consist of representatives of the jurisdictions within the BNSF railroad corridor <br />between Rice and Camp Ripley. The Advisory Committee will meet monthly. It's recommendations <br />will be forwarded to the NCDA. <br />· A Morrison County Extension Study Update will be prepared following each Advisory Committee <br />meeting. The Update will be mailed to Committee members and others as appropriate. <br />· A mailing list will be developed by MnDOT and BRW with the assistance of county and local <br />officials and will be used for the dissemination of information about the extension study to Camp <br />Ripley. <br /> <br />The north extension study area participants will be added to the current Northstar Corridor Development <br />Authority (NCDA) mailing list. The NCDA Project Management Team (PMT) will be copied on north <br />extension study mailings and materials. <br /> <br />As is being completed for the west extension study, a planning forum will be held in the Little Falls area <br />to discuss potential station locations and a system operating plan. The planning forum will be used to <br />pose questions to stakeholders, business people, and politicians on their view of what type of service is <br />needed in the area north of the City of Rice. <br /> <br />Exhibit A - Revised Work Plan for the Extension of the Northstar <br />Corridor Commuter Rail North of the City of Rice to Camp Ripley <br /> <br />1 <br />September 16. 1999 <br />
