<br />r-C I ---\) <br />( ); <br />tIt< <br /> <br /> <br />Item # 4. 3 . <br /> <br />MEMORANDUM <br /> <br />Mayor and City Council <br /> <br /> <br />FROM: Scott Harlicker, Senior Planner&- <br /> <br />DATE: November 15, 1999 <br /> <br />SUBJECT: Northstar Corridor Update <br /> <br />At the November 4, 1999 meeting of the Northstar Corridor Development <br />Authority the Authority received an update on the ridership estimates, heard <br />presentations on station layout, land preservation tools and draft MnDOT <br />guidelines and policies on the regional commuter rail plan. <br /> <br />. <br /> <br />The ridership estimates for Elk River show that in 2005 562 people will be <br />walking to the station and 487 will arrive by vehicle and in 2020700 people <br />will be walking and 602 will be driving. Staff believes these estimates are not <br />accurate. The consultant agreed and will be redoing the ridership estimates <br />for Elk River. <br /> <br />The consultants presented prototype stations and layouts. The stations are <br />likely to consist of a 10-15 foot wide platform with a two canopies. The <br />canopies will include a radiant heat system and some type of wind break. The <br />Elk River station will encompass 8 to 9 acres and include 588 parking spaces. <br />Areas for bus parking and car drop off will also be included. There is also the <br />possibility of including a shelter similar to the one located at the Northtown <br />bus transfer station. <br /> <br />The issue of land preservation tools was discussed. There are tools available <br />to cities which will allow for the preservation of land in and around the <br />proposed station. Tools include development moratoriums, interim <br />development controls and property acquisition. Staff will be working with the <br />City Attorney and the consultant on which methods might be most <br />appropriate for Elk River. <br /> <br />. <br /> <br />MnDOT presented their draft guidelines and policies on the regional <br />commuter rail plan. Most significant for Elk River and other cities that will <br />have rail stations is the guideline that local governments own the station and <br />parking lots and be responsible for routine day to day maintenance of the <br />facility. <br /> <br />13065 Orono Parkway · P.O.
