<br />. <br /> <br />. <br /> <br />. <br /> <br />COMMUNITY RECREATION BOARD <br />MINUTES <br /> <br />Monday, October 18,1999 <br />LaRose's, Elk River <br />11 :45 a.m. <br /> <br />Attendance: <br />Community Recreation Board Members: Virginia Wendell-City of Otsego, Mark Strater-ISD 728, <br />Gary Eitel-City of Rogers, Shirley Slater-City of Dayton, and Paul Motin-City of Elk River <br />Community Recreation Board Members Absent: Roger Rosenquist-Hassan Township <br />Staff: Charlie Blesener-ISD 728, Carole McNaughton-Commers-ISD 728, Gary Morrison-Hassan <br />Township and Michele Bergh-Community Recreation <br /> <br />1. Mark Strater, Chair, called the meeting to order at 12:10 p.m. <br />2. Consider October 18, 1999 Agenda <br />The agenda stands approved as stated <br />3. Routine Items <br />Motion to approve September 20,1999 Community Recreation Minutes was made by Gary <br />Eitel, seconded by Virginia Wendell. 4-0. Paul Motin abstained from voting. <br />4. Discussion / Board Action Items <br />a. Discuss the policy for withdrawing from the Joint Powers Agreement <br />Paul Motin presented a suggested policy he drew up. Motion to approve was made by Paul <br />Motin, seconded by Virginia Wendell. 5-0. Michele will revise the Joint Powers Agreement <br />and send it to each community and the school district for approval. <br />b. Discuss phone needs <br />Michele shared that the phones have been ordered and installed. Budget has been redone to <br />accommodate this expense. <br />c. Discuss 2000 budget amendment <br />Paul Motin motioned to accept amendment, Gary Eitel seconded. 5-0. <br />5. Staff reports / Informational Updates <br />a. Community Recreation Staff Report <br />Attached to packet <br />6. Community Reports <br />a. Dayton - Applied for a $300,000 grant for trails to be complete. <br />b. Elk River - Boys/Girls Club will be opening soon. <br />c. Hassan Township - No report. <br />d. Otsego - Very busy developing roads and working on the water tower. <br />e. Rogers - Working on purchase agreement on new high school, working on park development <br />and park shelters. <br />f. ISD 728 - Focus on bond this fall. Community Education is still struggling with staff. <br />7. Set next meeting <br />Monday, November 15, 1999 will be the next regularly scheduled meeting. <br />8. Adjournment <br />Shirley Slater made a motion to adjourn, Paul Motin seconded. 5-0. <br />
