<br />City Council j'yfinutes <br />March 7, 2005 <br /> <br />Page 4 <br /> <br />. <br /> <br />6.2. <br /> <br />Letter from Mayor Requesting Extension ofNPDES Permit <br /> <br />Environmental Technician Rebecca Haug indicated that the "Minnesota Pollution Control <br />Agency (NIPCA) has imposed additional requirements in order for the city to renew its <br />NPDES permit which the city will be unable to complete by the deadline given. Ms. Haug <br />explained that these requirements will create a huge financial burden because no money has <br />been budgeted for them and even if it had, the city would be unable to complete the new <br />requirements by the deadline. She stated that the League of Minnesota Cities suggested that <br />cities being required to comply with these additional requirements send a letter to the <br />League requesting an extension which will in turn be passed on to the MPCA. <br /> <br />MOVED BY COUNCILMEMBER FARBER AND SECONDED BY <br />COUNCILMEMBER GUMPHREY FOR MAYOR KLINZING TO SIGN A <br />LETTER ON BEHALF OF THE CITY COUNCIL TO THE LEAGUE OF <br />MINNESOTA CITIES REQUESTING EXTENSION OF THE CITY OF ELK <br />RIVER NPDES PERMIT. MOTION CARRIED 5-0. <br /> <br />6.3. <br /> <br />Consider Building and Environmental Personnel <br /> <br />. <br /> <br />Building and Environmental Administrator Stephen Rohlf indicated that Environmental <br />Technician Rebecca Haug will be on maternity leave during some of the busiest months of <br />the year for the Building and Environmental Department. Mr. Rohlf stated that Ms. Haug <br />has been training the Building Permit Technicians so they can help with some of her <br />functions while she is on leave but that covering her workload while she is gone will be <br />unmanageable. Mr. Rohlf stated that he is requesting permission to hire an Environmental <br />Intern while Ms. Haug is on leave. Mr. Rohlf noted that Ms. Haug will be taking <br />approximately two months unpaid leave will offset the costs of the intern. <br /> <br />Mr. Rohlf also indicated that Permit Technician] ennifer Harmer reques ted to go part-time <br />in April 2004 with the understanding that it was potentially temporary dependent on the <br />needs of the department. He stated that the need is there for Ms. Harmer to go back to full- <br />time status and she is agreeable to working full-time again. <br /> <br />City Administrator Pat Klaers stated that the cost of the intern may slightly exceed the <br />amount saved by Ms. Haug's unpaid leave and that the remaining funding for the intern will <br />have to corne from the Council contingency fund. <br /> <br />MOVED BY COUNCILMEMBER FARBER AND SECONDED BY <br />COUNCILMEMBER MOTIN TO APPROVE THE FOLLOWING: <br /> <br />· AN ENVIRONMENTAL INTERN BE HIRED AT $10.00 PER HOUR <br />FOR A FOUR-MONTH PERIOD BEGINNING MID TO LATE APRIL <br />AND ENDING IN AUGUST WITH ANY FUNDING OVER AND <br />ABOVE THE AMOUNT SAVED BY MS. HAUG'S UNPAID LEAVE <br />COMING FROM COUNCIL CONTINGENCY FUNDS. <br /> <br />. <br /> <br />PERMIT TECHNICIAN JENNIFER HARMER BE MADE A FULL- <br />TIME EMPLOYEE EFFECTIVE AT THE BEGINNING OF THE NEXT <br />PAY PERIOD WITH FUNDING TO COME FROM THE COUNCIL <br />CONTINGENCY FUND. <br /> <br />. <br />
