The Council works <br />with local communities to provide critical services through three divisions (Community <br />Development, Transportation and Environmental Services). Their functions include: <br /> <br />~ Forecasting the region's population and household growth <br /> <br />~ Planning for future growth needs <br />~ Providing affordable housing opportunities <br /> <br />~ Providing planning, acquisitions and funding for regional parks and trails system <br /> <br />~ Operating Metro Transit - the region's largest public bus system. The Met Council is <br />also involved the area's first LRT system, currently under construction, that will connect <br />the Minneapolis/St. Paul International Airport with the Mall of America and downtown <br />Minneapolis <br /> <br />~ Operating eight water and wastewater treatment plants; providing planning to preserve <br />and manage the region's water resources in a way that protects public health and the <br />environment <br /> <br />CREDIT RATING <br /> <br />Ramsey County earned a "Aaa Rating" from Moody's Investors Service in the mid-1980s and <br />has maintained that rating ever since. The County was upgraded to "AAA" by Standard and <br />Poor's in 2001. <br /> <br />The County earned the highest ratings possible from both agencies based on the strong <br />financial position it has maintained over time. The County has an anchor in its largest city, <br />St. Paul, coupled with vibrant suburban communities and solid economic prospects in the <br />businesses that have located here, such as Lawson Software in downtown St. Paul, and Deluxe <br />Check, the world's largest printer of checks and other business forms, located in Shoreview. <br />Ramsey County has maintained a manageable debt burden and has sustained substantial <br />economic and commercial development. The County has maintained conservative fiscal <br />policies and has a stable, positive outlook for the future. <br /> <br /> <br />,i <br />~.'f~ <br />i .
