Planning Commission Minutes Page 2 <br /> June 27,2017 <br /> Commissioner Thiel asked if public safety weighed in on this issue and wondered if safety <br /> was a concern. Mr. Carlton stated that the Heritage Preservation Commission (HPC) did <br /> mention safety and the proximity to Highway 10 and specifically, this intersection,in their <br /> recommendations. <br /> Commissioner Konietzko stated that he recalled a CUP was previously approved for this <br /> site. Mr. Carlton stated that the approval was an ordinance amendment to allow a free- <br /> standing sign in the downtown district, not a digital copy sign. Commissioner Konietzko <br /> asked if they could apply for a free-standing sign, as well,in this location. Mr. Carlton stated <br /> yes. <br /> Acting Chair Larson-Vito asked if the CUP was for the size of the sign,not the digital <br /> changeable copy sign. Mr. Carlton stated yes,The CUP is necessary because they are asking <br /> for a digital changeable copy sign over 30 square feet in size. <br /> Acting Chair Larson-Vito asked if the ordinance amendment includes the 5-minute <br /> requirement. Mr. Carlton stated no, the requirement is not included in the ordinance <br /> amendment which is to allow signs above the string course. He noted that all other <br /> requirements remain consistent with the ordinance. Other signs proposed in the Downtown <br /> District would be looked at according to their location and impacts. <br /> Acting Chair Larson-Vito opened the public hearing. <br /> Annie Deckert,Decklan Group, 13467 212th Avenue NW,representing the applicant— 4111 <br /> reviewed the history of sign requests by Granite Shores. She stated that the applicant is <br /> asking that Condition #8 be removed. She stated that in her research, she has not found <br /> anything to support such a long display time. <br /> Commissioner Rydberg stated he concurs with the applicant in their request for the 8- <br /> second time limit. He stated that the sign becomes an expensive picture frame if condition <br /> is approved. He stated that the Spike digital changeable copy sign did not have this <br /> restriction. <br /> Commissioner Thiel asked what the size of the Spikes sign was. Mr. Carlton stated he <br /> believed it was 60 square feet. <br /> Commissioner Nicholas stated that the HPC's intent was not to have a flashing sign within <br /> the downtown, such as on the Sunshine Depot building. He felt the sign location proposed <br /> may actually bring people into the downtown. <br /> Councilmember Wagner stated that she would not support the recommendation with <br /> Conditional#8. <br /> Acting Chair Larson-Vito concurred that she felt Condition #8 should be removed. <br /> There being no further public comment,Acting Chair Larson-Vito closed the public hearing. • <br />
