Consider Appointment of Gary Leirmoe as Chief Operator of the WWTS <br /> <br />City Administrator Pat Klaers reviewed the staff report on this issue. He noted that Gary <br />Leirmoe has been in charge of the Wastewater Treatment System since Darrell Mack's <br />retirement. The city administrator recommended that Gary Leirmoe be appointed to the <br />new position of WWTS Chief Operator, which would be under the direct supervision of <br />City Engineer Terry Maurer. The city administrator further reviewed the terms and <br />conditions of this position and promotion as outlined in his October 25, 1999, memo and <br />responded to questions from the council. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO APPOINT GARY LEIRMOE AS THE WWTS CHIEF <br />OPERATOR AT $20.33 PER HOUR EFFECTIVE IMMEDIATELY UNDER THE TERMS AND <br />CONDITIONS AS OUTLINED IN THE MEMO FROM THE CITY ADMINISTRATOR DATED OCTOBER <br />25,1999. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.6. Emporium Update <br /> <br />City Administrator Pat Klaers updated the council on weekend activities at the <br />Emporium. He indicated that the city has experienced some issues regarding young <br />adults mixing with teens. He explained that the city is taking action to limit the age to 20 <br />years in order to resolve these issues. Pat Klaers and Assistant Chief Police Jeff Beahen <br />reviewed other actions that the city is taking in order to address city and parent <br />concerns regarding activities at the Emporium. <br /> <br />e <br /> <br />6. <br /> <br />Open Mike <br /> <br />No one appeared for this item. <br /> <br />7. Other Business <br /> <br />7. 1 . Northstar Corridor Update <br /> <br />Mayor Klinzing noted that she and Council member Motin attended a meeting of <br />the Sherburne County Communities and the Sherburne County Commissioners <br />that focused on funding of the Northstar Corridor. She stated that discussion was <br />held regarding the county's capital share of $2.2 million. She indicated that the <br />main question was how much of this $2.2 million would local cities or townships <br />be willing to fund. Mayor Klinzing indicated that the cities present at the meeting <br />did not offer any funding, and felt that the funding of capital costs needs to be <br />on a regional basis. She indicated that it is possible that Sherburne County will <br />bond for the $2.2 million. <br /> <br />Mayor Klinzing noted that the ongoing operating cost of $9 million was also <br />discussed at the meeting. She stated that Sherburne County expressed their <br />belief that this obligation belongs to the State of Minnesota. It was the consensus <br />of the council to have the city administrator work with the mayor on a draft letter <br />stating the city's desire that the counties would cover the capital costs for this <br />project and that the shortfall in the operating costs would be a state borne cost. <br /> <br />e <br />
