Overview <br /> <br />On April 19, 1999, the City Council was presented a draft of the Open Space <br />Preservation Development Ordinance that permitted residential clustering in <br />an overlay district in the RIa and Al Zoning Districts. <br /> <br />Since that time, significant changes to the ordinance have been made and <br />there is now a developer requesting preliminary plat approval for a clustered <br />subdivision. <br /> <br />The intent of the changes to the proposed ordinance is to add more incentives <br />for developers to try clustered development. Some of the changes include: <br /> <br />1. Clustering as a permitted use in the RIa and Al zoning districts <br />rather than as an overlay district. <br /> <br />2. Park dedication fee requirements based upon the number of lots that <br />would have been created with a conventional subdivision as opposed to <br />the increased lots allowed under clustering if fees are paid in lieu of <br />land (Park and Recreation Commission recommendation). <br /> <br />. <br /> <br />13065 Orono Parkway · P.O.
