<br />. <br /> <br />. <br /> <br />. <br /> <br />Memo to Mayor & City Council/CD 99-32 <br />October 18, 1999 <br />Page 5 <br /> <br />The amount of signage was discussed; the Commission felt the proposed <br />signage was excessive and recommended it be reduced from 580 to 440 <br />square feet, which is about 5% of the front building facade. <br /> <br />Year round use of the garden center was also discussed. The Commission was <br />concerned about it being used as outdoor storage for junk, pallets, cardboard, <br />merchandise not normally sold in the garden center etc. The applicant <br />wanted to be able to use it year round. The Commission recommended it's <br />used be limited to April to September. <br /> <br />The Commission discussed the problem of using semi-trailers and dropped <br />trailers being used for extra storage space. To address that concern a <br />condition was included that prohibited their use. <br /> <br />Recommendation <br /> <br />The Planning Commission and staff recommend the City Council approve the <br />conditional use permit for a 143,000 square foot retail store with the <br />following conditions: <br /> <br />1. The conditional use permit is contingent upon final plat approval for <br />Elk River Crossing. <br /> <br />2. The conditional use permit is contingent upon recording the Planned <br />Unit Development Agreement, and the site plan, landscaping, lighting, <br />signage and building elevations complying with the development <br />standards established in the Planned Unit Development Agreement. <br /> <br />3. All comments of the City Engineer be addressed. <br /> <br />4. The building elevations include the following elements: <br /> <br />a. Split face block, instead of smooth faced block, as the <br />predominant material on the front fa<;ade with red brick accent <br />material in the pilasters and knee wall. <br /> <br />b. The columns and knee wall in the garden center consist of red <br />brick to match the knee wall and accent pilasters on the <br />building. <br /> <br />c. Cornice and/or parapet details be incorporated into the facades <br />which face County Road 12 and Twin Lakes Road. <br /> <br />s: \PLANNING\SCOTT\CD9932CC.DOC <br />
