Grading within the park area behind Block 2 results in steeper slopes within t~e park area, loss of trees, and a greater difficulty accommodating a 12 foot trail around the wetland. Staff recommends having all the grading for Block 2 be outside the limits of the proposed park. (See Attached Annotated Preliminary Plat B) Staff also recommends having the developer remove the NURP pond from the park. (See Attached Annotated Preliminary Plat B) Also, as part of the review of the park, staff has considered options to connect the park to the County trail on the east side of Elk Lake Road, but has found the best and safest connection so far to be, a sidewalk along the main east- west road to an intersection with Elk Lake Road. (See Attached Annotated Preliminary Plat A) Recommendation Staff recommends that the Park and Recreation Commission recommend that the City Council accept the park dedication as proposed with the followipg additions: 1. THAT A TRAIL BE INSTALLED AS PART OF THE DEVELOPMENT. 2. THAT THE PARK LAND DEDICATION BE DRY LAND WITH THE TRAIL ON DRY LAND. 3. THAT THERE BE A 20 FOOT MINIMUM DISTANCE MAINTAINED BETWEEN THE TRAIL AND BACK YARD PROPERTY LINES. 4. THAT LOTS 10 AND 11, BLOCK 3, BE INCLUDED IN THE PARK DEDICATION. 5. THAT THE NURP POND BE REMOVED FROM THE PARK AREA. 6. THAT GRADING FOR LOTS IN BLOCK 2 BE OUTSIDE THE LIMITS OF THE PROPOSED PARK. 7. THAT SIDEWALKS BE INSTALLED ON THE EAST-WEST STREET IN THE PLAT. 8.
