JmmissionIP 99-9 <br />August 11, 1999 <br />Page 3 <br /> <br />park satisfies the area's needs, then any remaining park dedication <br />requirements could be collected in cash in lieu of additional land being <br />dedicated as park. <br /> <br />Grading within the park area behind Block 2 results in steeper slopes within <br />t~e park area, loss of trees, and a greater difficulty accommodating a 12 foot <br />trail around the wetland. Staff recommends having all the grading for Block <br />2 be outside the limits of the proposed park. (See Attached Annotated <br />Preliminary Plat B) <br /> <br />Staff also recommends having the developer remove the NURP pond from the <br />park. (See Attached Annotated Preliminary Plat B) <br /> <br />Also, as part of the review of the park, staff has considered options to connect <br />the park to the County trail on the east side of Elk Lake Road, but has found <br />the best and safest connection so far to be, a sidewalk along the main east- <br />west road to an intersection with Elk Lake Road. (See Attached Annotated <br />Preliminary Plat A) <br /> <br />Recommendation <br /> <br />Staff recommends that the Park and Recreation Commission recommend that <br />the City Council accept the park dedication as proposed with the followipg <br />additions: <br /> <br />1. THAT A TRAIL BE INSTALLED AS PART OF THE DEVELOPMENT. <br /> <br />2. THAT THE PARK LAND DEDICATION BE DRY LAND WITH THE TRAIL ON <br />DRY LAND. <br /> <br />3. THAT THERE BE A 20 FOOT MINIMUM DISTANCE MAINTAINED BETWEEN <br />THE TRAIL AND BACK YARD PROPERTY LINES. <br /> <br />4. THAT LOTS 10 AND 11, BLOCK 3, BE INCLUDED IN THE PARK DEDICATION. <br />5. THAT THE NURP POND BE REMOVED FROM THE PARK AREA. <br /> <br />6. THAT GRADING FOR LOTS IN BLOCK 2 BE OUTSIDE THE LIMITS OF THE <br />PROPOSED PARK. <br /> <br />7. THAT SIDEWALKS BE INSTALLED ON THE EAST-WEST STREET IN THE <br />PLAT. <br /> <br />8.
