<br />The Northstar Corridor Development Authority met on September 2, 1999, at 4:30 p.m. at the
<br />Sherburne County Government Center, Elk River, Minnesota.

<br />Chairperson Wergin called the meeting to order at 4:34 p.m.
<br />
<br />2. A motion was made by Ken Paulson, seconded by Gerry Donlin and carried
<br />unanimously to approve the agenda of September 2, 1999 with the following additions:
<br />Morrison County letter and Al Vogel, MnDot, letter, and approve the meeting minutes of
<br />.
<br />August 5, 1999 as presented.

<br />3. Executive Committee Report:
<br />
<br />a. A motion was made by Dan Erhart, seconded by Dave Saunders and
<br />carried unanimously to approve Amendment No. 1 ofthe Joint Powers
<br />Agreement establishing the Northstar Corridor Development Authority and to
<br />recommend approval to the member boards. The amendment revises the
<br />Agreement by:
<br />Expanding the purpose of the Joint Powers Agreement;
<br />Clarifying the duties and powers of the NCDA to enter into the
<br />Memorandum of Understanding or Agreement with MnDOT;
<br />Establishing a new Capital Budget Committee consisting of members
<br />that contribute a portion ofthe local (non-state) share of capital costs and
