<br />City Council Minutes <br />October 18, 1999 <br /> <br />Page 6 <br /> <br />e <br /> <br />4.9. <br /> <br />Update on Northstar Access Fiber Optics Proaram <br /> <br />City Engineer Terry Maurer reviewed a request by Northstar Access and CC&I <br />Engineering to install fiber optic cable in the city. Mr. Maurer explained the <br />tunneling method used in the installation. <br /> <br />The council members were in agreement that a special permit was not necessary <br />in new construction sites, such as Trott Brook, where utility work is already being <br />done. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE A SIX MONTH TEMPORARY PERMIT TO <br />ALLOW NORTHSTAR ACCESS TO INSTALL FIBER OPTIC CABLE IN THE CITY OF ELK <br />RIVER, WITH THE CONDITIONS RECOMMENDED BY THE CITY ENGINEER IN HIS MEMO <br />TO THE COUNCIL DATED OCTOBER 13, 1999, INCLUDING THE FOLLOWING: <br /> <br />- REQUIRE SODDING IN AREAS WHERE DEEMED APPROPRIATE BY THE CITY ENGINEER <br />- CITY SHALL DETERMINE LOCATION OF CABLE AND JUNCTION BOXES <br />- BOND OF $25,000 SHALL BE REQUIRED <br /> <br />COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />4,10, <br /> <br />Boys & Girls Club Update and Consider Fundina Request <br /> <br />e <br /> <br />John Fitzgerald, representing the Boys and Girls Club, presented a request for the <br />City of Elk River to fund the purchase of an additional $11,225 in recycled items <br />for their building. Mr, Fitzgerald reviewed the recycled materials that have <br />already been purchased. He explained the recycling and waste reduction <br />programs that will be implemented by the club in their role as a Recycling <br />Showcase site, <br /> <br />COUNCILMEMBER DIETZ MOVED APPROVAL THE EXPENDITURE OF AN ADDITIONAL <br />$11,225 IN RECYCLED MATERIALS FOR THE BOYS AND GIRLS CLUB FROM THE <br />LANDFILL SURCHARGE, SUBJECT TO THE CONDITIONS PLACED ON THE ORIGINAL <br />FUNDING TO ENSURE LANDFILL ABATEMENT IS STRESSED. MAYOR KLINZING <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />4,11, NRG's lOth Anniversary Celebration <br /> <br />Steve Rohlf explained the NRG's Resource Recovery Facility is celebrating their <br />10th anniversary on November 15th. He encouraged the City Council to attend. <br /> <br />The councilmembers expressed their support for the NRG anniversary event. <br /> <br />5, <br /> <br />Open Mike <br /> <br />e <br /> <br />Steve Stewart, 18290 Ogden Street, expressed his concerns regarding screening of <br />the Sherburne County jail expansion and the affect the facility has had on <br />property values for the Sandpiper residents. Mr. Stewart stated that the city <br />should be concerned about the type of equipment used to install the fiber optic <br />cable. Mr. Stewart also expressed his support for approving the St. Andrew's <br />Church variance. <br />
