Zerw-as, Chief of Police <br /> <br />Police Department <br /> <br />Subject: SP~ED STUDY INFORMATION <br /> <br />This is an informational memo to the Mayor and City Council <br />regarding the results of three (3) separate speed studies recently <br />conducted in the City of Elk River. Citizen complaints by resident(s) <br />prompted our department to collect speed data in the following <br />locations: <br /> <br />The first survey "Was taken at the 500 block of Tipton Avenue, "West of <br />Main Street. The speed trailer "Was placed there for six (6) days, <br />accounting for 2,003 vehicles traveling during that time "With an <br />average speed of 17.73 miles per hour in a thirty (30) mile per hour <br />zone. The maximum speed logged "Was t-wenty-six (26) miles per <br />hour. Thirty (30) miles per hour may be too fast for the curves on <br />Tipton and lo"Wering the speed limit might be something to address in <br />the future. <br /> <br />. <br /> <br />The 11200 block of 192nd Avenue "Was the next speed trailer <br />placement that documented traffic for eight (8) days. 4,393 vehicles <br />"Were clocked and averaged 23.39 miles per hour during this study. <br />The speeds ranged from eleven (11) to thirty-nine (39) miles per hour <br />in a posted thirty (30) mile per hour zone. <br /> <br />The last survey conducted took place in the 11700 block of 193rd <br />Avenue. Collecting data for five (5) days, determined the average <br />speed of 3,109 vehicles to be 26.14 miles per hour. This "Was also a <br />posted thirty (30) mile per hour zone. The highest speed of fifty-t-wo <br />(52) miles per hour "Was detected at 4:00 a.m.; "While a minimum speed <br />of eleven (11) miles per hour "Was at the other end of the spectrum. <br /> <br />The police department "Will continue to monitor specified areas of the <br />City and I "Will keep you informed of our f'mdings.
