<br />rll ---'\) <br />( ); <br />~li( <br /> <br />ITEM #6.4. <br /> <br /> <br />MEMORANDUM <br /> <br />River <br /> <br />TO: <br /> <br />Mayor & City Council <br />Pat Klaers, City ~st!J'tor <br />September 27, 19~ <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: Report from Minnesota Pollution <br />Control Agency (MPCA) Regarding 1999 <br />Annual Evaluation and Planning <br />System for Wastewater Treatment <br /> <br />Attached for your review is a report from the MPCA regarding its 1999 annual <br />evaluation and planning system process. This report is based on information <br />provided by the city regarding the Wastewater Treatment Plant (WWTP) operation. <br />In general, this report indicates that the city WWTP is in compliance with <br />standards set forth by MPCA. <br /> <br />. <br /> <br />WWTP Lead Operator Gary Leirmoe and I have included some notes regarding the <br />score that the city's WWTP received for each category evaluated by MPCA. A <br />scoring change from last year to note is in section 1. This higher (more negative) <br />score is based on the fact that the primary clarifier was broken in 1999. The <br />ranking the city received for section 7, which is better than last year, is related to <br />the debt on the plant expansion project. It should be noted that from a city audit <br />point of view and a city budgeting point of view, the treatment plant is in a very <br />sound financial condition. <br /> <br />The City Council is requested to review this report with WWTP Lead Operator Gary <br />Leirmoe. Following this review, City Council action accepting this report is <br />requested. The city will then certify to MPCA that the report has been discussed. <br /> <br />Also attached is a 9/17/99 compliance monitoring survey of Elk River's WWTP as <br />conducted by MPCA. The report indicates that no deficiencies at the plant were <br />identified at the time of the inspection. The letter goes on to indicate that retired <br />WWTP Superintendent Darrell Mack did a commendable job of operating and <br />maintaining the city's facility. <br /> <br />Action Reauested <br /> <br />. <br /> <br />Council motion indicating that the report has been reviewed and accepted by the <br />Ci ty Council. <br /> <br />13065 Orono Parkway · P.O.
