Public Hearings There were no public hearing items scheduled for this agenda. 6.1 Beautification Award Tamara Ackerman, representing the Elk River Beautification Committee, presented the staff report recommending two business owners for this month’s Beautification Award. Moved by Commissioner Wagner and seconded by Commissioner Provo to recognize Ralphie’s Minnoco with the award for making substantial improvements to the exterior of their building in the last year. Motion carried 6-0. Moved by Commissioner Wagner and seconded by Commissioner Blesener to recognize the American Family Insurance – Bonnie Koste Agency, Inc. for consistently maintaining her property in an attractive and well-kept manner. Motion carried 6-0. Brian Brehmer, owner of Ralphie’s Minnoco, and Bonnie Koste, owner of the Bonnie Koste Agency were present to accept the awards. Ms. Ackerman encouraged businesses to submit nominations for future beautification awards. 6.2 2018 Budget Ms. Othoudt presented the staff report. Moved by Commissioner Blesener and seconded by Commissioner Olsen to approve the 2018 EDA budget as presented. Motion carried 6-0. Moved by Commissioner Olsen and seconded by Commissioner Blesener to adopt resolution 17-05 establishing the tax levy for the Elk River Economic Development Authority for the City of Elk River, Minnesota. Motion carried 6-0. 6.3 2018 YMCA Budget Levy Ms. Othoudt presented the staff report. Members of the EDA questioned the requirement to levy 105% and fund restrictions. Ms. Othoudt indicated it is a state requirement but she will ask Finance Director Lori Ziemer to provide information at a future meeting.
