Manhart, P.E., PTOE, PTP <br /> <br /> <br />Westwood Professional Services has been asked to provide a traffic assessment of a <br />proposed Casey’s General Store site west of TH10/169, north of 171st Avenue and east <br />of Yale Street NW in Elk River, MN. This assessment involved the consideration of <br />the traffic potentially generated by the site and identification of potential impacts to the <br />surrounding land uses. <br /> <br />It is noted that no traffic counts were taken at intersections near the site, nor were any <br />traffic operational models generated to analyze future conditions. This assessment is <br />based on a professional traffic engineering review of the site plan as well as existing <br />conditions of the roadways, existing traffic control and nearby land uses. <br /> <br />The following geometric and existing traffic control factors have been noted: <br /> The site is located east of the existing residential townhomes of Mississippi <br />Ridge. <br /> The site is location north of an existing SuperAmerica station on the south side <br />of 171st Avenue. <br /> 171st Avenue has an existing median that extends west from TH 10/169 to the <br />intersection with Yale Street NW. <br /> The residential townhomes of Mississippi Ridge are accessed by Yale Court, <br />which runs parallel to Yale Street NW, but are separated from Yale Street by a <br />landscaped median. <br /> The intersection of TH10/169 & 171st Avenue NW is signalized. <br /> The intersection of 171st Avenue NW & Yale Street NW is controlled by stop <br />signs on Yale Street. <br /> Traffic on Yale Court approaching Yale Street is also controlled by a stop sign. <br /> The posted speed limit on Yale Street NW is 30 mph. All streets where speed <br />limits are not posted are controlled by the statutory 30 mph speed limit.
