INTRODUCTION <br /> To fulfill this objective, our team conducted secondary research on Energy City's origin <br /> and history, the Energy City Commission, the 10-year Action Plan, and Energy City initiatives. We <br /> also collected qualitative data through in-depth interviews with the Energy City Commission <br /> members and the City of Elk River residents and quantitative research through a survey that was <br /> sent to City of Elk River residents. <br /> This report encompasses the information and findings from the three research phases <br /> (secondary, qualitative, and quantitative).
