<br />r ,{ti-#AI.;}; <br /> <br />. *NORTHSTAR <br />CORRIDOR <br /> <br />Memorandum <br /> <br />August 24, 1999 <br /> <br />To: <br /> <br />Northstar Corridor Development Authority <br /> <br />From: <br /> <br />Executive Committee <br /> <br />Subject: <br /> <br />Selection of Lindquist & Vennum to Provide Legal Services on Land Use <br />and Environmental Issues <br /> <br />. <br /> <br />In response to a request from staff for a statement of qualifications, Lindquist & <br />Vennum submitted a letter outlining the firm's experience in real estate, environmental, <br />and land use law. The firm's Environmental, Land Use and Energy Group has been in <br />practice since the early 1980's. Group members have experience in all aspects of <br />environmental and land use law including ordinance and legislative drafting, permit <br />processing and negotiation, environmental review issues and litigation. <br /> <br />With the accelerated planning and development schedule for the Northstar Corridor, <br />including the selection of station sites and the impending environmental assessment of <br />these sites, it seems appropriate for the NCDA to develop land use tools which could be <br />used by member cities, towns and counties to protect the Corridor and potential station <br />locations from premature or conflicting development initiatives. <br /> <br />The Executive Committee has reviewed Lindquist & Vennum's qualifications and <br />proposed services and recommends that the NCDA hire the firm to perform those tasks <br />necessary to insure the protection of the Corridor, particularly the land around the station <br />sites. Tasks include a) preparing an inventory and description of alternative protective <br />devices and official controls, b) examining and preparing a discussion of statutory <br />authority for the enactment of various devices and controls, c) developing model official <br />controls, and d) developing a description of the enactment process and a model <br />resolution(s). Lindquist & Vennum has agreed to perform these services for a not to <br />exceed cost of $10,000. <br /> <br />Action Requested: That the NCDA approve the selection of Lindquist & Vennum and <br />authorize the Chair to execute an agreement for professional services for performance <br />of land use and environmental services, as described above, for an amount not to <br />exceed $10,000.
