<br />rll ---\) <br />( ); <br />~li< <br /> <br />ITEM 5.4. <br /> <br /> <br />MEMORANDUM <br /> <br />River TO: <br /> <br />FROM: <br /> <br />Mayor and City Council (\ n <br />Cliff Skogstad, Building Official \.X <br />September 9,1999 <br /> <br />DATE: <br /> <br />SUBJECT: Demolition of the Dangerous Building <br />Located at 740 Proctor Avenue <br /> <br />On March 22, 1999, Mr. Tom Zerwas, Elk River Police Chief, filed a complaint form to <br />Steve Rohlf, Building and Zoning Administrator, regarding a hazardous building located <br />at the aforementioned address. Since that time Mr. Rohlfhas been working with the <br />owners of the property to initially secure the structure to help eliminate health and safety <br />concerns to the public. <br /> <br />. <br /> <br />On March 25, 1999, the Police Department did confirm that the house was secured. <br />However, on April 15th Mr. Rohlf talked to the property owners regarding having <br />someone occupy the structure or tear it down, being this building has been vacant in <br />excess of 12 years. The property owner was given a deadline of June 1, 1999 to let staff <br />know of the actions he would be taking. Since that time we have not heard from the <br />property owner. Therefore, at this time I am requesting Mayor and City Council approval <br />to proceed with declaring this issue a public nuisance and be abated by demolition or <br />removal in accordance with the procedures specified in the 1997 version for abatement of <br />dangerous buildings. This procedure will require the assistance ofthe city attorney.
