<br />. REQUEST FOR PROPOSALS: <br /> <br />The City sent out RFP's for recodification to five companies. Four RFP's were <br />received. (SEE ATTACHED RFP RESULTS CHART). <br /> <br /> <br />. General Code Publishers - $16,800 <br />. Lea e of Minnesota Cities/American Le <br /> <br />. Sterling Codifiers, Inc. - $9,400 <br /> <br />Michele McPherson and I reviewed the proposals. We each reviewed the <br />proposals independently and came to the same conclusion. I did a more <br />thorough review by conducting a telephone interview of each company and <br />checking the references of our top two choices. <br /> <br />. <br /> <br />Michele and I are recommending that the City hire Municipal Code <br />Corporation to recodify its city code. The main reason for this <br />recommendation has to do with the legal review process. The RFP required <br />that a legal review be provided. Sterling Codifiers, Inc., came in the lowest in <br />price however, the review process is done by publishers because there are no <br />attorneys on staff. Municipal Code Corporation has several Attorneys on <br />their staff to provide the legal review process. <br /> <br />REASONS FOR RECOMMENDING MUNICIPAL CODE <br />CORPORATION (MCC): <br /> <br />. There are several attorneys on staff <br />. Legal review of code provided by attorneys <br />. Conference with MCC Attorney, City Attorney and Department Heads <br />is part of the process which allows for much City participation <br />. Reference Checks - Chanhassan - Has been working with MCC since <br />1984 and is very satisfied with their service and process <br />. MCC works with 30-40 Minnesota Cities including St. Paul, <br />Minneapolis, Blaine and Eagan <br />. Kent Suelm of the LMC indicated that the League went through this <br />same RFP process and MCC was the League's 2nd choice. <br /> <br />ACTION REQUESTED: <br /> <br />. <br /> <br />Council approval to hire Municipal Code Corporation at $13,700 to recodify the city <br />code. <br /> <br />S :\COUNCIL\rfpmemo.doc <br />
