<br />. <br /> <br />. <br /> <br />. <br /> <br />As previously noted in this memo, the changes requested by the City Council at the <br />8/30/99 meeting result in a new budget gap of $161,300. Additional changes for the <br />City Council to consider include the following: <br /> <br />. The attached list regarding small, miscellaneous departmental cuts <br />amounting to $24,750. <br />. Consider eliminating the city contribution to either the Historical <br />Society ($3,000) and/or the Rivers of Hope ($3,000). <br /> <br />In effort to balance the budget, the City Council should not forget the concern over <br />the level of its City Council contingency fund. It is suggested that this <br />departmental budget be increased in order to provide some City Council flexibility <br />in making decisions on unforeseen requests. <br /> <br />Another revenue source the City Council has not discussed in great detail, but <br />should be considered, is a franchise fee from the gas company to operate in Elk <br />River. This may not be required in 2000 to balance the budget, but it could be a <br />significant help in funding the city capital equipment program. Hopefully this <br />would reduce the city's dependence on equipment certificates in the long run. <br /> <br />The City Council should review the attached memo and material regarding the ice <br />arena budget in order to better understand the financial issues facing this <br />operation. <br /> <br />Action needed by the City Council on 9/13 includes: <br /> <br />. Approval of the EDA tax levy resolution <br />. Approval of HRA tax levy resolution <br />. A motion approving the debt levy changes as presented by the Finance <br />Director <br />. Approval of a resolution authorizing the proposed maximum property <br />tax level for 2000 <br />. Setting the truth in taxation public hearing dates for December and <br />its continuation date <br /> <br />Finally, the City Council should set its October public hearing date to consider the <br />tax levy increase resolution as required by the new state law. <br />
