This is to let you know that we cannot be sure we will have your preliminary tax capacity <br />values by the end of AugusL. The Department of Revenue revised its interpretation of the <br />class rate changes enacted by the legislature and our programmers are working diligently <br />to rewrite the property tax program accordingly. Almost every property class was <br />affected (See the enclosed table for pay 1999 and 2000.) and County Assessor Ty <br />Bischoff is "guesstimating" that the tax capacity will be down from pay 1999 because of <br />the class rate changes. If this isthe case, even if your tax levy stays the same for next <br />year, your tax rate will be higher. <br /> <br />Enclosed also is one example of the resolution that must be passed by your council no <br />later than October 1 st if your Year 2000 Tax Rate will be higher than the 1999 rate. A <br />suggestion was made that, to make it less confusing to property owners, it might be a <br />good idea for the county and cities to use similar wording in their resolutions.
