Permitted single family uses in all districts. Landscaping requirements for permitted single-family uses in all <br /> districts are as follows: <br /> (1) Applicability of requirements.All permitted single-family properties shall comply with the <br /> requirements of this subdivision when new development or expansions are to occur on these <br /> properties. <br /> (2) Minimum requirements.All open areas of a lot which are not used and improved shall be <br /> landscaped with a combination of overstory trees, ornamental trees,coniferous trees, shrubs, <br /> flowers,and turf or permitted ground cover materials. The minimum number of trees in the front <br /> yard is two. <br /> a. Location of required front yard trees. <br /> 1.One tree must be located in the boulevard area and shall be an overstory type tree. <br /> 2.A second tree shall be located in the front yard area. Overstory,evergreen,and <br /> ornamental tree species are permitted. <br /> A landscape plan showing compliance with Section 30-934 shall be provided. <br /> Environmental <br /> The applicant submitted a wetland delineation for the site which shows two wetlands on the 56.4 acre <br /> parcel. The applicant is requesting a wetland type confirmation and delineation concurrence for the Type <br /> 3 shallow marsh and Type 1 seasonally flooded basin via Wetland Conservation Act (WCA). These will <br /> be reviewed by the Technical Evaluation Panel (TEP) later in August and a decision will be made <br /> regarding the wetland boundaries after that.There are currently no proposed impacts to the wetlands or <br /> the required 45 foot buffer setback. <br /> Parks and Recreation <br /> The Parks and Recreation Commission recommended the plat of Trace Heights Second Addition pay <br /> park dedication for 18 dwelling units at the rate applicable when the subdivision is released for recording, <br /> with the following condition: <br /> 1. The applicant shall install a 10'wide bituminous trail,centered in a 20'trial easement,as shown in <br /> the exhibit titled"Recommended Trails". <br /> The City Engineer has requested the trails be incorporated into the grading plan. <br /> Justin Moody,the applicant, spoke during the August 9,2017,Parks and Recreation meeting. He <br /> questioned the need for a trail as it does not make sense to him. He wanted to know what the trail is <br /> connecting to and stated no one uses County Road 33 to walk on. He also indicated he does not want to <br /> pay the extra money for a trail and a trail will reduce the values of the lots they are located in. Parks and <br /> Recreation Chairman,Dave Anderson,stated the city recently adopted the Parks and Recreation Master <br /> Plan and as part of that process,a city wide survey was completed and the number one desire of the <br /> community was trails.
