This site is located within the Wild and Scenic River District which limits impervious <br /> surface to 25% and has strict design criteria to visual conceal structures from the river view, set forth <br /> by the Minnesota Department of Natural Resources. DNR Area Hydrologist for Sherburne County <br /> discussed this site with staff and agreed that the development could occur and meet the goals of the <br /> District,as long as visual concealment is maintained. Given there are other buildings between this <br /> site and the river,this requirement is less of a concern. Staff would still recommend including visual <br /> conditions within the variance. Staff would also recommend the property owner be required to treat <br /> all stormwater on site to ensure the proposed increase in impervious surface does not negatively <br /> impact site stormwater management overall. <br />
