Enclosed is an overview of patrol division staffing for the Elk River Police
Department. Several areas were examined to include our current schedule,
historical calls for service compared to number of patrol officers, hours of
training, days at minimum coverage, a proposed adjustment to staffing levels, and
hiring timelines.
Tab 1: Our current patrol division schedule is split into A (Day shifts), P
(Afternoon shifts), and B (Night shifts) and consists of a Patrol
Sergeant and three officers for both the A and B shifts. The P shift is
staffed by patrol officers only with supervisory overlap.
Tab 2: A historical look at Calls for Service in comparison to number of
officers in the patrol division dating back to 2003.
Tab 3: An evaluation of the number of training hours the patrol division
participated in for 2016 and 2017.
Tab 4: Outlines time off accrual including vacation, holiday hours, and
compensation time.
Tab 5: Illustrates the number of days per month the patrol division operates
at minimum staffing.
Tab 6: How staff increases would affect the 2018 schedule.
Tab 7: Month by month description, with timelines, of the police
department hiring process.
Tab 8: Historical overtime usage.
