Housing and Redevelopment Minutes Page 3 <br /> July 10,2017 <br /> • <br /> Commissioner Ovall stated that Ryan Hardin of KW Commercial real estate, agent for the <br /> property,was present to answer questions. Commissioner Ovall stated that potential uses <br /> for the site could include a senior center,parks and recreation or Chamber of Commerce <br /> space. He noted that this location is in the Mississippi Connections plan and they need to <br /> consider the highest and best use for the property. He noted that this item will also be on <br /> the EDA agenda for discussion. Commissioner Ovall also noted that purchasing this <br /> building would require using all of the HRA's reserve funds. <br /> Chair Toth asked if the Babcock monument located within the building would remain. Mr. <br /> Hardin stated that there are no plans to remove it at this time. <br /> Commissioner Chuba stated that he did not see the potential for acquiring this building. <br /> Chair Toth concurred, stating that the interior is divided into smaller office spaces. <br /> Commissioner Kuester stated that the Sherburne County Historical Society may be <br /> interested in acquiring the monument. <br /> Chair Toth stated that the HRA does not have the funds or the capacity to acquire the <br /> building and thanked Mr. Hardin for the information. <br /> 9.2 426 Main Street <br /> • Ms. Othoudt provided background information regarding the property at 426 Main Street. <br /> Commissioner Ovall stated he did not feel it made sense to make repairs on the property, <br /> when it is going to be demolished anyway for future redevelopment. <br /> Commissioner Eder stated that home inspections need to be done first before purchasing <br /> properties. <br /> Chief Cunningham and Jeff Smith provided information on home inspections,explaining <br /> the difference between the inspections they provide for rental housing and the type of <br /> housing inspections that are done during the purchasing process. Chief Cunningham noted <br /> that Elk River has adopted the International Property Maintenance Code,which is more <br /> thorough than other communities. <br /> It was the consensus of the HRA not to renovate/make repairs on the property at 426 Main <br /> Street,but rather to continue to close up the home,and to insure and maintain the property <br /> as necessary. The HRA also felt it was important to have the property management <br /> representative inspect the property before purchasing future properties for redevelopment. <br /> 10.
