C -2: The plight of the petitioner is due to ordinance changes over the years and the establishment <br />of a Drainage District. In both cases the church property has been able to function with no <br />known impact on the comprehensive land use ordinances or the Drainage District ordinance. <br />C -3: The only changes to the essential character of the locality will be administratively; going <br />from 4 parcels of record to 2, which we feel is a plus. The new proposed outbuilding is directly <br />behind the church. It will be located where the preschool playground is located. It will have no <br />impact on the surrounding properties, due to it sits in the center of the church property. <br />The members of Emmanuel Lutheran Church are greatly appreciative to any positive <br />consideration given to granting the two variances. <br />Respectfully, <br />John N.
