.

.

.

Park-and-Ride Lots

New Park-and-Ride Locations

The proposed express bus service would serve eight park-and-ride facilities along the corridor.
The assumed locations of the park-and-ride lots correspond to the preliminary commuter rail
station locations, which are identified below. Parking at the lots is assumed to be free of charge
and below maximum capacity.

. Rice - North of Main Street at BNSF
. St. Cloud - TH 10 (2 miles south of St. Cloud) - St. Cloud Visitor Information Center
. Clear Lake - TH 10 and 70th Street
. Becker - TH 10 and Hancock
. Big Lake - TH 25 and Eagle Lake Road
. Elk River - TH 10 and Jackson Street
. AnokaJRamsey near the Anoka-Hennepin Technical College
. Coon Rapids - Foley Boulevard and Coon Rapids Boulevard
. Fridley - Starlite and 61st Avenue

The Fridley park-and-ride lot would be served as a separate facility from the Northstar Corridor
express service, which would utilize TH 610/252 to 1-94 from the Foley Park-and-Ride. Express
service from the Fridley park-and-ride would utilize TH 47 (University Avenue) to downtown
Minneapolis.

Enhancements at Existing Park & Ride Lots

Park-and-ride lot design criteria are based on a number of factors including, ease of access in and
out of the facility, parking demand, traffic congestion and security issues. Flexibility in design
for possible conversion to an alternate mode environment is necessary. Basic amenities for park
and ride lots include ample lighting, heat and telephone access. Additional strategies for park-
and-ride facility enhancements include:

· Safe linkages for bicycles and pedestrians to the park-and-ride lots, such as improved
sidewalks and recreational trails.

. Increased security, including video surveillance, emergency pull box and secured bike
storage.

. Communication enhancements using ITS technology such as variable signs displaying wait-
time and major delays.

Phase II Northstar Corridor Major Investment Study
Draft - TSM Alternative

7

June 24, 1999
