NO-BUILD AL TERNA TIVE <br /> <br />As part of Phase II of the Northstar Corridor Major Investment Study (MIS) and Environmental <br />Impact Statement (EIS) for the Proposed Commuter Rail Service, a number of transportation <br />alternatives will be evaluated. One such alternative is the refinement of a "No-Build" <br />alternative. This alternative includes fixed facilities and transit improvements included in the <br />Transportation Improvement Programs (TIPs) along the corridor. <br /> <br />The No-Build alternative encompasses roadway and bus system improvements specified in the <br />appropriate agency Transportation Improvement Plans and Long Range Transportation Plans for <br />which funding has been committed. Committed or programmed transportation projects and <br />existing transit services/facilities along the TH 10 and 1-94 corridors are identified in the <br />following sections. <br /> <br />Roadway Projects <br /> <br />St. Cloud Metropolitan Area <br /> <br />The St. Cloud Metropolitan Area roadway system radiates out from and around the core <br />development in the area. These roadways serve local travel demand in addition to demand <br />generated from outside the area. Travel demand between St. Cloud and the metropolitan area of <br />the Twin Cities continues to increase as the population and economic growth within the corridor <br />Increases, with limited highway expansion expected.
