ODen Mike <br /> <br />No one appeared for this item. <br /> <br />5.1. (7.1.) Subdivision Ordinance Discussion <br /> <br />Mayor Klinzing indicated that she has requested staff to research a possible <br />amendment to the subdivision ordinance to allow, under certain conditions, the <br />splitting off of a 2.5 acre lot in the ten acre minimum agricultural district. She <br />noted that Arnold and Margaret Barsody have requested to subdivide an 11.5 <br />acre parcel on Brook Road into a 9 acre lot and a 2.5 acre lot to allow the 2.5 <br />acre lot as a homestead for their daughter. She stated that the Barsody's desire <br />to create a family support system that will allow their daughter to live near them <br />to assist them during their aging process. <br /> <br />It was the consensus of the council that it would be willing to consider an <br />ordinance amendment, however, it was also the consensus that this may not be <br />the best alternative and concern was expressed that it could set a precedent for <br />property owners north of County Road 33. <br /> <br />6.1. <br /> <br />Reauest bv City of Elk River for Ordinance Amendment - ChaDter 2, Add Section <br />215 Establishing Heritaae Preservation Commission, Public Hearina Case No. OA <br />99-6 <br /> <br />e <br /> <br />Building and Zoning Administrator Steve Rohlf reviewed the staff reports on items <br />6.1 - 6.4a. All items related to the creation of a Heritage Preservation Commission <br />and a Heritage Preservation Site Overlay Zoning District. <br /> <br />Mayor Klinzing opened the public hearings for items 6.1 - 6.4. <br /> <br />Kurt Kragness, director of the Sherburne County Historical Society, stated that he <br />is in favor of creating a Heritage Preservation Commission. <br /> <br />There being no further comments from the public, Mayor Klinzing closed the <br />pUblic hearing. <br /> <br />Building and Zoning Administrator Steve Rohlf requested the council to adopt <br />resolutions to allow summary publications of the ordinance establishing a <br />heritage commission and the ordinance establishing a heritage preservation site <br />overlay zoning district. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO ADOPT ORDINANCE 99-23 AMENDING <br />CHAPTER 2 OF THE CITY OF ELK RIVER CODE OF ORDINANCES ENTITLED "THE <br />COUNCIL" BY ADDING SECTION 215 ESTABLISHING A HERITAGE PRESERVATION <br />COMMISSION. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />e <br />
