This is an unending PROBLEM / NUISANCE. When <br />this new ordinance is being passed, it has to allow for the city to step in and rid the area of the community <br />nuisance. <br />There should be ZERO feral cats allowed by feeding or harboring them. <br />I know I am the loudest person complaining about feral cats ... but by talking with people, I know I am not the <br />only person in the city of Elk River who is putting up with this. <br />People like my neighbor, start out by thinking they are providing for wild animals (which doesn't need to be <br />done) and pretty soon there is an out of control situation.
