Communities have proposed that the County look into organizing collection for various reasons <br />(less traffic on roads, better control of services, etc...) however the Waste Management Advisory Committee <br />has approached this issue that organized collection should be done at the individual community level. ThIs <br />program would encourage that to happen when the timing Is right. The advantage is the community can <br />implement a comprehensive curbside collection program which may be subsidized by the County through <br />SCORE Revenues, and the County may also negotiate a Direct Haul Contract for disposal of their waste <br />hereby securing our commitment to the Elk River Resource Recovery Facility. <br /> <br />Staff and the Advisory Committee support these incentives and further recommend that in order not to short <br />fall other ongoing programs such as the Township/City Cleanup Events, an increase in matching funds be <br />considered. Currently, the County matches SCORE funds as required by the State, 25% out of Fund 70 <br />(approximately $40,000 annually). The Committee proposes an Increase of a 40% match (approximately <br />$64,000 annually - an increase of $24,000).
