County Road 33/ County Road 77 <br /> <br />This is the project through the mining area of the City of Elk River. The City has helped <br />to facilitate meetings between the County, City, and the two gravel mine operators. The <br />last indication we had was that Tiller Corporation, one of the gravel mining operators, <br />would be getting back to the county sometime during the summer of 1999, to inform <br />them of their plans for restoration of the gravel mine. This will put the ball in motion for <br />planning and constructing of the new roadbeds and new road alignment. City staff will <br />continue to monitor this situation and help to facilitate the meetings. We believe, <br />because it is two county roads, that the cost of the improvements should be born by the <br />county and the benefiting property owners, being the two mining operators. <br /> <br />12. <br /> <br />Business Center Drive / Waco Street <br /> <br />This would be the Western Area Phase 4 improvement through the Stewart Wilson <br />property. MnDOT has programmed cooperative agreement money, for fiscal year 2000, <br />to help fund the frontage road and the signalization of Waco Street and TH1 O. Recently, <br />city staff has met with Stewart Wilson to discuss the road alignment through his property. <br />This improvement would consist of extending Business Center Drive to Waco; realigning <br />Waco Street to east of the small wetland, so that it will allow stacking distance on the <br />north side of Trunk Highway 10; signalizing the new intersection of Waco and Trunk <br />Highway 10; and closing the median cross over and access at the Government Center. <br />This project could be put on a fast track and constructed in the year 2000, but more <br />realistically, given the MnDOT plan approval and agreements that need to be worked <br />out, it will be a 2001 project. <br /> <br />13. <br /> <br />County Road 33 / Trunk Highway 169 Signalization <br /> <br />Some 18 months ago, the City Council asked the county to look at the warrants for <br />signal at the intersection of County Road 33 and Trunk Highway 169. The concern here <br />is the large number of gravel mining trucks that need to access the highway at this <br />intersection, and the potential they cause for accidents. The county turned to MnDOT to <br />have them perform the warrant study. I have recently talked to Gary Dirlam, District 3 <br />Traffic Engineer, to inquire on the status of this. He recalled the counts being done, but <br />did not recall what the outcome of those counts were. I have asked him to pull his file <br />and get back to me with the current status. This is something I also hope to have by <br />Monday evening's meeting. <br /> <br />14. Miscellaneous Trails <br /> <br />We are currently working on two trail projects. One, being along the north side of Trunk <br />Highway 10 from Upland Avenue to the main entrance of the Cretex plant. This is the <br />portion of frontage road that was removed last year with the Upland Avenue intersection <br />improvement.
