Elk River <br /> Municipal Utilities UTILITIES COMMISSION MEETING <br /> TO: FROM: <br /> ERMU Commission Tom Sagstetter—Conservation&Key Accounts Manager <br /> MEETING DATE: AGENDA ITEM NUMBER: <br /> July 11, 2017 5.2 <br /> SUBJECT: <br /> Electric Vehicle Charging Station Update <br /> ACTION REQUESTED: <br /> Approve the 2017 Utilities Fee Schedule as amended to include hourly fees for public EV <br /> charging. <br /> BACKGROUND: <br /> ERMU was awarded a grant from the American Public Power Association in 2016 to implement <br /> an electric vehicle (EV) charging program focused around new and innovative technologies for <br /> public and in home EV charging. A major component of the grant was the focus on partnerships <br /> with City of Elk River, local businesses, and the EV community. ERMU has implemented Time <br /> of Use Rates (TOU) for the 5 participants in our charging program. On June 23 the installation <br /> and activation of the level two charger in the public parking lot in downtown Elk River was <br /> completed. This site is operational and is open for public charging. Since that time there has been <br /> one customer that has utilized the charger. The customer was connected to the charger for <br /> approximately 45 minutes and received 4.43 kWh in that time. <br /> DISCUSSION: <br /> To facilitate a positive charging experience for the customer, ERMU is proposing two <br /> convenient hourly fees for the public electric vehicle charging station; the fee for the first 3 hours <br /> at $1.00/hour, and after 3 hours increased to $2.50 per hour. The $1 per hour fee will recover the <br /> energy costs associated with maximum charging scenario at summer rates for the unit. The <br /> second fee of$2.50/hour after 3 hours serves as a motivational fee to have people move their <br /> vehicle after it's been charged. The proposed fees would be added to the 2017 Utilities Fee <br /> Schedule. <br /> To celebrate the public role out of the EV charging program, ERMU is planning a ribbon cutting <br /> ceremony and Grand Opening for the new level two charger. The event has been scheduled for <br /> September 13 from 6 to 8 p.m. in the HRA parking lot downtown Elk River, and also coincides <br /> with National Drive Electric Week. The event will offer members of the community the <br /> opportunity to stop by and learn more about the technology, talk with EV owners, and drive <br /> electric vehicles. <br /> In preparation for the event, staff has been working closely with Prime Advertising to create a <br /> full marketing plan. To date we have created a new logo for the program and are working out the <br /> details of the plan that will include social media, web site information and links, informational <br /> Page 1 of 2 <br /> 190 <br />
