Beaudry Redevelopment TIF District #24 <br />Building Code, Condition Deficiency and Context Analysis Report <br />May 30, 2017 <br />Parcel No. & Building Name: J Residence <br />Address and Parcel ID: 633 Proctor Ave NW Elk River, MN 55330 <br />Parcel ID: 75- 410 -0725 <br />Inspection Date(s) & Time(s): May 5, 2017 8:40 am <br />Inspection Type: Interior and Exterior <br />Summary of Deficiencies: It is our professional opinion that this building is Substandard <br />because: <br />- Substantial renovation is required to correct Conditions found. <br />- Building Code deficiencies total more than 15% of <br />replacement cost, NOT including energy code deficiencies. <br />Estimated Replacement Cost: $145,530 <br />Estimated Cost to Correct Building Code Deficiencies: $24,741 <br />Percentage of Replacement Cost for Building Code Deficiencies: 17% <br />Defects in Structural Elements <br />1. Investigate and repair plaster cracking in upper walls of kitchen that are showing signs of wall <br />settlement. <br />Combination of Deficiencies <br />1. Essential Utilities and Facilities <br />a. Outlets throughout the house are old and ungrounded. They need to be replaced with <br />grounded outlets to meet code. <br />b. New GFCI and AFCI protected receptacles need to be installed in areas of house per <br />electrical code. <br />c. Various areas in basement have non - metallic sheathed electrical wiring improperly installed, <br />which needs to be re- routed to meet current electrical code. <br />d. Much of the current household wiring is original non - grounded wiring, which will need to be <br />updated /replaced. <br />2. Light and Ventilation <br />a.
