<br />Memo to Mayor and City CouncillP 99-5 <br />June 21, 1999 <br />Page 2 <br /> <br />All the lots will have access from an internal private street. There will be two <br />access points from Meadowvale Road. The utilities will be privately installed. <br />Grading, drainage and utility issues will be addressed by the City Engineer. <br />The Park and Recreation Commission recommended park dedication fees in <br />lieu of land. A bituminous trail will be installed by the developer on the east <br />side of Meadow vale Road extending from the railroad tracks to 193rd Avenue <br /> <br />. <br /> <br />The final plat is consistent with the preliminary plat approved on May 17, <br />1999. <br /> <br />Recommendation <br /> <br />It is recommended the City Council approve the final plat for Meadowvale <br />Townhomes with the following conditions: <br /> <br /> 1. <br /> 2. <br /> 3. <br />. 4. <br /> 5. <br /> <br />. <br /> <br />A DEVELOPERS AGREEMENT BE PREPARED AND EXECUTED PRIOR TO RELEASING <br />THE FINAL PLAT FOR RECORDING. <br /> <br />A PLANNED UNIT DEVELOPMENT AGREEMENT BE PREPARED AND EXECUTED PRIOR <br />TO RELEASING THE FINAL PLAT FOR RECORDING. <br /> <br />ALL COMMENTS OF THE CITY ENGINEER BE INCORPORATED INTO THE FINAL <br />PLAT. <br /> <br />APPROPRIATE DRAINAGE AND UTILITY EASEMENTS BE PROVIDED THROUGHOUT <br />THE PLAT. <br /> <br />A 10 FOOT WIDE TRAIL BE INSTALLED ALONG MEADOWVALE ROAD WHICH <br />MEANDERS THROUGH THE TREES AND VARIES IN DISTANCE FROM MEADOWVALE <br />ROAD, IN ORDER TO PRESERVE THE TREES. <br /> <br />6. PARK DEDICATION FEES IN THE AMOUNT REQUIRED BY THE CITY AT THE TIME OF <br />FINAL PLAT BE PAID PRIOR TO RELEASING THE PLAT FOR RECORDING. <br /> <br />7. SURFACE WATER MANAGEMENT FEES TO BE PAID PRIOR TO RELEASING THE PLAT <br />FOR RECORDING. <br /> <br />8. ALL NECESSARY WETLAND PERMITS BE OBTAINED PRIOR TO COMMENCING ANY <br />WORK IN THE WETLANDS. <br /> <br />9. ALL NECESSARY WATER AVAILABILITY CHARGE BE PAID TO ELK RIVER UTILITIES <br />PRIOR TO RELEASING THE PLAT FOR RECORDING. <br /> <br />10.
