Mitchell, BNSF, requesting a letter of commitment to the Northstar Corridor. In
essence, Mr. Yantos' letter requests an acknowledgement from BNSF that the NCDA
expects to commence commuter rail service in the Northstar Corridor in 2003, utilizing
the existing BNSF right-of-way, freight tracks, and facilities, subject to an agreement
between BNSF and the NCDA. Further, the letter asks that BNSF assist the NCDA in
accomplishing its goal of providing convenient, reliable, efficient, and cost-effective
commuter rail service by making its resources available as necessary as the project
progresses to completion.

Also included in your packet is the response by the Chief Operations Officer of BNSF,
Matthew Rose. Mr. Rose reiterated BNSF's willingness to work with the NCDA.
However, he cautioned that BNSF has concerns regarding the improvements needed to
support commuter rail, project cost estimates, and overall public safety. Included in his
letter is a list of Commuter Principles to help public agencies understand what BNSF
deems important when responding to requests to use its right-of-way for commuter rail
service.

Action ReQuested: Information only

.

Northstar Corridor Development Authority
2100 3rd Avenue, Anoka, Minnesota 55303-2265 (612) 323-5700 Fax: (612) 323-5682
